  In May 2007, the China National Space Administration (CNSA) joined the International Charter for Space and Major Disasters (CHARTER) to provide services for global disaster monitoring. The China Resources Satellite Application Center assumes three functions: Chinese executive secretary of the organization, space resource provider and emergency officer, playing an active role in Charter.

  At present, Charter has formed a relatively complete operating system in China. Whether in its providing Chinese data to foreign countries or in activating Charter to request international support when a major disaster occurs in China, it runs smoothly in terms of mechanism and process, and has achieved good results, forming a certain impact in the field of disaster reduction and relief in China.

  As one of the domestic units providing charter services, China Resources Satellite Application Center actively assumes its responsibilities and obligations. When receiving a foreign disaster emergency observation request, CRESDA will respond to Charter's request as soon as possible, mobilize satellite power, and provide satellite data resources for disaster-stricken countries. Up to the end of May 2022, CRESDA has responded to and processed 150 requests for major international natural disasters and provided assistance for major natural disasters worldwide. Taking 2021 as an example, China has provided satellite assistance for 44 disaster initiations, and provided Chinese remote sensing satellite data for more than 150 scenes in major disasters, greatly supporting the international disaster reduction and relief efforts.

  CRESDA not only provides China's satellite data resources for disaster-stricken countries, actively participates in various disaster relief work, but also participates in the on-duty work of emergency officers (ECO). Relevant personnel have successfully completed the ECO rotation work many times, provided rapid and accurate emergency response to major disasters at home and abroad for many times, maintained China's international image as a aerospace power, and made contributions to the global fight against natural disasters.

  From April 20 to April 22, 2020, the China National Space Administration hosted the 43rd meeting of board and executive secretaries of the "International Charter on Space and Major Disasters". This marks the second time that China has assumed the role of the lead agency of Charter for a period of six months. Overcoming the impact of the epidemic, China held a meeting in the form of online videos. More than 47 directors, executive secretaries and related personnels from 16 other countries or institutions including the European Space Agency (ESA) attended the meeting. The meeting was a complete success.

  From April to October 2020, CRESDA specifically assumed the responsibilities and obligations of the Chinese side as the lead agency of Charter. Under the overall leadership of the First Division of the Science and Industry Bureau, the rotating team coordinates and promotes the implementation of the Charter Organization's work, and actively handles the daily business of the Charter's operation and management, disaster emergency response, joining of new members, promotion of the "Universal Access" mechanism, cooperation with international organizations such as the United Nations, and the promotion of the development of Charter organizations. The fruitful work results and conscientious and responsible work attitude during the rotation period have been unanimously praised by the delegates from all countries. The successful completion of the rotating star-chasing mission marks that CRESDA has stepped onto a new level in terms of the operation capability and management of international organizations, and has laid a new foundation for expanding China Aerospace's international influence and increasing its right to speak.
